Part 21 and Regulatory Expertise

We offer tailored services in accordance with EASA Part 21 Subpart J and G, supporting Design Organisations (DOA).

EASA Certification Specifications

Our engineers and certification experts have extensive experience with EASA Certification Specifications, including:

  • CS-23 - Normal, Utility, Aerobatic and Commuter Aeroplanes
  • CS-25 - Large Aeroplanes
  • CS-27 - Small Rotorcraft

Certification Planning and Compliance

We support our customers in preparing and coordinating all required certification artefacts, including:

  • Certification Plans, defining the certification basis, strategy, and responsibilities
  • Means of Compliance (MoC) definition and management
  • Certification Review Items (CRI) and Issue Papers
  • Authority coordination and compliance showings under DOA privileges

Military Airworthiness and Regulatory Expertise

IDA also provides certification support for military air systems, applying the same rigor and structured approach used in civil certification. Our engineers are familiar with European Military Airworthiness Requirements (EMARs) and national frameworks such as German LufABw (Luftfahrtamt der Bundeswehr), UK MAA, and NATO STANAG 4671 for unmanned and fixed-wing platforms. We can support organizations in aligning their processes and documentation with EMAR 21 (Design and Production Organisation Approval) requirements.

Military Certification Planning and Compliance

IDA assists customers in developing and coordinating military certification artefacts, including Certification Plans, Airworthiness Strategies, and Compliance Checklists in accordance with national military authorities. We can support the definition of Means of Compliance, preparation of Type Record Files, and coordination of Technical Airworthiness Reviews or Military Flight Releases (MFR). For projects involving novel or dual-use technologies — such as hybrid-electric propulsion, UAS, or mission equipment integration — IDA helps translate civil certification principles (Part 21, ARP-4754B/ARP-4761A) into defence-appropriate assurance frameworks.

Certification Verification Engineer Support

We provide qualified Compliance Verification Engineers (CVEs) across multiple domains, including:

  • Systems Engineering
  • Safety and Development Assurance (ARP-4754B / ARP-4761A)

Our CVEs can act independently within your DOA framework or mentor your internal engineering staff to develop and maintain compliance expertise.

Process and Capability Support

We perform process gap analyses and compliance readiness assessments for organisations seeking alignment with EASA Part 21 requirements. Our support includes:

  • Development of tailored certification processes and procedures
  • Authoring of DOH documents for DOA establishment
  • Process documentation, tailoring, and implementation of pragmatic, scalable certification workflows
  • Support for DOA approval and audit preparation

We also provide independent compliance audits and supplier certification readiness reviews, ensuring objective oversight and continuous improvement of certification systems.
